Rapho Township approves Elm Tree parking ordinance, trims ag operation security and sets trash rates

At its May 7 meeting Rapho Township supervisors adopted Ordinance 2026-1 restricting parking in the Elm Tree Development, approved a reduction in financial security for a Brubaker agricultural operation, accepted planning reports, set municipal trash and recycling rates for 2026–27, and approved the disbursement list.
The Rapho Township Board of Supervisors on May 7 approved an ordinance restricting parking within the Elm Tree Development, reduced a financial security amount for an agricultural operation, set next year’s trash and recycling rates, and completed routine financial and planning business.
During a properly advertised hearing, Township Manager Randall Wenger described Ordinance 2026-1, which adds Emerald Way and Holly Drive to the list of streets with parking restrictions and prohibits overnight parking of vehicles over 10,000 pounds on streets within the Elm Tree Development. Resident Jeff Alexander thanked the board for addressing the issue. The board closed the hearing and unanimously adopted Ordinance 2026-1 (motion by Mark Erb; second by Randy Fox).
In planning business the board approved a reduction of financial security for the Bob Brubaker Ag Operation, 2963 North Colebrook Road (RT-23-445), reducing the amount to $4,437.70 per a Rettew letter dated April 27, 2026. The board also voted to accept the Zoning Officer’s April report.
For municipal services, the board set the July 1, 2026–June 30, 2027 trash and recycling rate at $310 for prepayment before July 1, 2026 and $80 per quarter ($320 annual) for quarterly payments or payments made after July 1. The board approved the disbursement list and authorized payment of the bills.
The meeting concluded with distribution of the Tax Collector’s April 2026 report and the Earned Income Tax Collections April 2026 report; the board noted April revenues were down for the month but remain ahead of budget year-to-date. The meeting adjourned at 7:31 PM.
