Peekskill council passes permits, grants and routine approvals including pier negotiations and planning software procurement

At its Feb. 23 meeting the Common Council approved street‑closure permits for the BID flea market and St. Patrick’s and Juneteenth events, reappointed an ethics board member, certified LOSAP lists for ambulance and firefighters, authorized Hollowbrook Dam engineering work, authorized license negotiations for Fleischmann Pier operations, and approved a $20,000 procurement for an online planning application system.
The Peekskill Common Council cleared a slate of routine but consequential items on Feb. 23.
Street closures: The council unanimously approved Resolution J-1 to allow the Peekskill Business Improvement District to operate a flea market on Sundays from March 1 through Dec. 20, 2026 (5 a.m.–5 p.m.), suspending certain sidewalk‑sale restrictions for registered vendors during those hours. The council also approved Resolution J-2 to close streets for the Peekskill Saint Patrick’s Day Parade on March 14, 2026, and Resolution J-3 to authorize street closures and Showmobile use for the Juneteenth Parade & Festival on June 20, 2026.
Appointments and LOSAP: Councilwoman Beverley Chang moved and the council unanimously reappointed Malvina Dimeas to the Board of Ethics (term to 3/8/2031). The council certified 2025 LOSAP points listings for both the Peekskill Community Volunteer Ambulance Corps (per GML Article 11‑AAA) and volunteer firefighters (per GML Article 11‑A) and authorized public posting of the certified lists for at least 30 days.
Hollowbrook Dam: The council authorized an additional engineering agreement with Weston & Sampson Engineers Inc. not to exceed $53,800 to address severe deterioration of the Hollowbrook Dam intake structure, fund permitting and construction oversight, and design measures to maintain a consistent raw‑water supply to the pump house.
Fleischmann Pier operations: The council authorized the City Manager to negotiate a five‑year license with Rivertown Management Services, LLC (RMS) to operate the Emerald Princess and to negotiate a revised license with NY Boat Co. for a second boat at Riverfront Green. Final license agreements will return to council for approval.
Planning software procurement: The council authorized the City Manager to enter into an agreement with GovWell Technologies, Inc., for an online planning application filing and tracking system. The minimum initial term is two years at $15,000 per year plus a $5,000 deployment fee; the council authorized $20,000 from account 001.8686.0466 for 2026.
Grants: The council accepted two NYSOCFS youth program grants: $12,075 for the LIFT program and $5,738 for the Rising Tide boatbuilding program; both grants require no city match and cover the Oct. 1, 2024–Sept. 30, 2025 program year.
Citizens’ concerns: During the Citizens Desiring to Be Heard period, residents raised illegal dumping and garbage concerns, continued calls for Good Cause Eviction legislation, and voiced support for the police department’s handling of the Damar Fields incident.
