Union City Council approves $400,000 bridge grant application and a slate of routine measures

The council passed a resolution to apply for a $400,000 Multimodal Transportation Fund grant for the Willow Street bridge (motion by Councilor Osborn; second by Councilor Kerns). Council also approved tax-exoneration resolutions for two properties the Erie County Land Bank purchased, at 11 Maple Street and 48 Atlantic Street (motion by Councilor Joyce; second by Councilor Steadman).
On paving and maintenance payments, the council approved paying a Cross Paving invoice of $104,740.81, authorizing $92,130.00 from Liquid Fuels funds and $12,610.81 from the General Fund to cover the bill (motion by Councilor Steadman; second by Councilor Kerns). It further approved applying $15,625 in County Aid to the payment due to Suit-Kote for the 2024 seal coat project (motion by Councilor Joyce; second by Councilor Osborn).
The council approved distributing millings from the paving project to be ground by Union Township and authorized providing two to three loads of millings to the American Legion ballfield to address driveway issues (motion by Councilor Osborn; second by Councilor Joyce). Members also approved recommended awards from the ECGRA Renaissance Grant round: four applications totaling $17,675 were approved and two applications totaling $9,452.65 were carried to the 2024–2025 grant period, leaving a balance of $750.49 in the current round (motion by Councilor Joyce; second by Councilor Osborn).
Financial-management measures included approving the opening of a PLGIT Checking & Prime account and transferring approximately $140,000 from the Capital Equipment account to earn a higher interest rate (motion by Councilor Kerns; second by Councilor Steadman). The council also authorized posting playground equipment removed from borough parks on Municibid for sale (motion by Councilor Kerns; second by Councilor Steadman).
Several motions were procedural and carried unanimously; the meeting record lists six councilors present (Cross, Joyce, Osborn, Steadman, Uber and Kerns) and one absence (Winkler). The council adjourned at 7:21 p.m.; an executive session to discuss personnel and contracts followed with no action taken, per the minutes.
