Bolton wetlands agent clears Skinner Road dumping complaint, flags Town Hall work and a nonresponsive contractor at Notch Road

Wetlands Agent Alyssa Barroso briefed the Bolton Inland Wetlands Commission on multiple compliance and administrative items at the Oct. 28 meeting.
Barroso said projects at 148 Brandy Street, 74 Cider Mill and 87 Brandy Street were progressing without issue. She then described a reported dumping complaint at 34 Skinner Road: after visiting the site she determined the material was road millings used for a school‑bus turnaround and on Piccarello’s farm roads and concluded there was no wetlands violation because wetlands were not nearby. Barroso said she "realized she received incorrect information" in the initial report.
Barroso also described trenches and other work completed in the wetland area behind Town Hall; the area has been strawed and seeded. Town Administrator Jim Rupert told the Commission he was unaware of wetlands at that location and said he "would have come before the Commission." Commissioners expressed concern that work occurred before the Commission had an opportunity to review the project and sought further detail on remediation and future review procedures.
On enforcement, Barroso reported that a contractor who conducted a soil test at 37 Notch Road for Alexey Ouzonov and tenant had not submitted the required report; according to Barroso the contractor asserted the work exceeded the project scope. Barroso said she was compiling correspondence and that the Town Attorney could be asked to send a letter to compel submission.
Finally, Barroso said significant changes to the wetlands regulation fee schedule were made at the Oct. 21 Selectmen meeting and that she would prepare a draft schedule reflecting those comments and circulate it to the Commission prior to November’s meeting for review.
