Residents report wetlands dumping; Bolton agent issues violation notice and follows up on cease-and-correct cases

During the Sept. 23 meeting, a Bolton resident reported repeated dumping in wetlands across from 34 Skinner Road and commission staff described ongoing enforcement steps on two separate properties.

Stephen King of 90 Burnett Brook Road told the commission he had contacted the town multiple times about debris in wetlands across the street from 34 Skinner Road. He said he "does not trust the owner to clean up the property correctly." Wetlands Agent Alyssa Barroso said she has "issued a notice of violation to the property owner and requested a response by next Friday." The minutes do not specify that calendar date.

Separately, under Other, Barroso reported no response from Alexey Ouzonov to a Cease and Correct notice for debris at 37 Notch Road; Chair Ross Lally said he had sent a letter requesting soil-testing results and Barroso will follow up with the property owner.

Barroso also reported routine monitoring and outreach: she closed several permits this month, visited 1 Notch Road with favorable findings, noted progress at the Shoddy Mill site, and said new Inland Wetlands brochures have been distributed. Chair Lally said CACIWC invitations had been received and reminded the commission the annual meeting is Nov. 15, 2025.

The matters raised in public comment and the Cease and Correct item remain active enforcement items; the agent has issued at least one formal notice and will pursue responses and required testing as appropriate.
