Barnwell council adopts Lake Drive zoning change, approves $27,500 HVAC replacement and holds first reading on septic disposal fee increase

Barnwell City Council unanimously approved the second and final reading of Ordinance 2026-02 on March 2, rezoning a lot along Lake Drive (Tax Map #072-08-01-022) from R-15 to OSP.
In the same meeting the council also unanimously agreed to accept the lowest bid of $27,500 from Wade's Repair to replace the HVAC system in the administration building. Interim City Administrator Tony Dicks reported three bids; Councilmember Ricky Dixon moved to proceed with the lowest bid, and the motion passed with questions about warranty and an optional hail guard addressed during discussion.
Council held the first reading of Ordinance 2026-04 to amend Chapter 32, Article IV, Division 4 (septic tank waste at the city treatment plant) and increase disposal fees. Administrator Dicks and council members noted there has been no fee increase in about 15 years and that, without an adjustment, the city will continue to lose money; Mayor Pro Tem Peggy Kinlaw moved approval of the first reading and the motion passed unanimously.
