Barnwell City Council elected Councilmember Peggy Kinlaw to serve a two-year term as mayor pro tem during its Jan. 5 regular meeting at City Hall.
The council voted 4–2 after nominations and a closing motion. Councilmember Louis Claytor had nominated Kinlaw with Councilmember Ricky Dixon seconding; Councilmember Jana Myers had also been nominated. The vote count recorded Kinlaw with 4 votes and Myers with 2.
The meeting included several unanimous procedural and policy actions. Councilmember Alicia Davis moved, and Louis Claytor seconded, approval of the first reading of Ordinance 2026-01, a measure amending a standing committee name (ordinance read by title only by Interim City Administrator Tony Dicks); the motion passed unanimously. Councilmember Ricky Dixon moved to approve amendments to the police policy manual per SCCJA recommendations, a motion seconded by Mayor Pro Tem Peggy Kinlaw and adopted without objection.
After entering executive session to discuss precontractual negotiations related to potential real property purchase, the council returned and Councilmember Jana Myers moved to make an offer on the property at 51 Lee Street per the City Administrator’s recommendation; the motion was seconded by Louis Claytor and approved unanimously.
Other routine business included approval of the Dec. 1, 2025 minutes (moved by Claytor, seconded by Mayor Pro Tem Kinlaw) and the designation of standing committee assignments for 2026–2027.
