Hennepin County commissioners approved a reallocation of Home ARP funds on June 2 to support the Community Corner project in Brooklyn Center, which county housing staff say will create 31 units of supportive housing for people experiencing or at risk of homelessness.
Omar Martinez with Housing and Economic Development told the committee that the county’s original Home ARP allocation (approved in September 2022) funded three projects: the VISTA 44 project in Hopkins and the Robin Hotel in Robbinsdale (both completed and leased), while a third project, ASTRA Common, was terminated earlier in the year. "The request for you today recommends the reallocation of the Home ARP funding... to New Generations LLC for the Community Corner Project in Brooklyn Center," Martinez said.
Why it matters: the reallocation directs federal Home ARP dollars toward supportive housing in a city within Hennepin County and advances the county’s homelessness-response investments. Commissioners asked about the prior project termination and were told that partner funding gaps created an insurmountable capital gap for the canceled project; staff said the Community Corner capital stack is secured to support a successful development timeline.
Board action: the committee moved, seconded and approved the reallocation by voice vote; staff did not report a roll-call tally in the transcript.
Next steps: staff will proceed with award negotiation and project implementation under the approved terms.
