Granite Falls council adopts new public works standards, updates community center policy and approves budget amendment

The Granite Falls City Council on May 6 unanimously adopted a package of administrative and policy changes, including new Public Works Standards, an updated facility use policy for the Granite Falls Community Center and a midyear budget amendment.
Public Works Director Charles White told the Council that the draft changes to Title 12.05 required technical corrections before final adoption, saying, “the code references the 2016 Public Works Standards — however, we are currently operating under the 2022 Public Works Standards,” and recommending removal of the Engineer title in favor of the Public Works Director and addition of life‑and‑safety language. The Council opened a public hearing on the proposed amendments; no members of the public signed up to testify and the Council closed the public testimony portion before moving to adopt Ordinance No. 1074‑2026, which repeals Chapter 12.05 and adopts a new Chapter 12.05A establishing the City’s updated Public Works Standards.
The Council also approved Resolution 2026‑08, adopting an updated Facility Use Policy for the Granite Falls Community Center (the former firehouse), removing the Granite Falls Civic Center from the Public Facility Rental Program and establishing CPI‑adjusted rental rates. Mayor Pro Tem David Griggs moved the resolution and Councilmember Tom FitzGerald seconded; the vote was unanimous.
Councilmembers additionally authorized the Mayor and Council to finalize and transmit a letter to Snohomish County Public Works concerning the County’s proposed Rule 4430, and accepted a proclamation designating Granite Falls as a Purple Heart City and directed staff to coordinate recognition activities with the Military Order of the Purple Heart.
As part of routine business the Council approved the consent agenda, which included approval of the April 15 minutes and claims checks #416187–416228 totaling $448,243.04, and payroll claims and EFTs totaling $99,304.79.
The Council then adopted Ordinance No. 1076‑2026 (Budget Amendment No. 2), amending the 2026 budget to adjust revenue estimates and appropriations as listed in Exhibit A. Councilmember Steven Glenn moved and Councilmember Bruce Straughn seconded the motion; the vote was unanimous.
Several items are scheduled to return for further review, including a planned work‑session review of Granite Falls Municipal Code Chapter 2.08 (City Council). With no further business, the meeting adjourned at 9:31 p.m.
