Redondo Beach Housing Authority reports Section 8 stability but warns EHV funding remains uncertain

Elizabeth House, the city’s Community Services director, and Imelda Delgado, the Housing Authority’s housing manager, delivered the quarterly update on the Housing Choice Voucher (Section 8) program and other rental‑assistance efforts on June 2.

Delgado said staff discovered an error in the published report and corrected the quarterly average households assisted to 398, not 414. “The actual average number of households assisted for the quarter is 398, instead of 414. That was an error. My apologies,” Delgado said.

Delgado reported program composition and spending: of the 398 households assisted, 256 were elderly and 183 were disabled; 20 families are assisted by project‑based vouchers tied to the Moonstone apartment complex. Staff reported actual quarterly expenditures were presented at $2,100,000 for the quarter. She also reported that as of HUD’s preliminary projections the Housing Authority is not projected to be at risk for a shortfall in 2026, but HUD’s month‑to‑month funding posture for emergency housing vouchers has led staff to plan a phased transition of EHV participants into the Housing Choice Voucher program based on turnover and funding availability. The Housing Authority scheduled a special meeting for June 16, 2026 to consider proposed revisions to the administrative plan, including changes to application and waiting‑list procedures.

Council members thanked staff for correcting the data and asked clarifying questions about priority rules for EHVs and the timetable for the administrative plan changes. Staff said EHVs are currently prioritized on the waiting list and that HUD has provided funding through the end of the year but continues to communicate on a monthly basis.

Next steps: a special Housing Authority meeting on 2026‑06‑16 will consider administrative‑plan revisions and waiting‑list policies.
