Council approves Sunrise Meadows plat, approves Tarragon annexation; rejects separate annexation, OKs temporary VFW lease

Uniontown's City Council on May 11 adopted four land-use and facilities resolutions: final plat approval for Sunrise Meadows, denial of one annexation petition, approval of the Tarragon annexation with staff-recommended modifications, and a lease amendment with VFW Post 1949 to temporarily relocate senior-center programming.
Staff presented the Sunrise Meadows final plat (Resolution 18-75) and recommended approval after verifying that the subdivision's streets, sidewalks, utilities and required certificates satisfied conditions of preliminary ordinance 27-88. "Staff is recommending that the city council find that all the improvements and other requirements for final plat approval for the final map for Sunrise Meadows Subdivision have been met," said Chris Bass, the city staff member who presented the report. Council voted to approve the resolution.
The council considered two annexation petitions. For Resolution 18-76 (the Kazer/Mezc annexation), staff explained the request and recommended a modified area; the motion to adopt the resolution failed. The mayor stated the outcome: "The resolution number 18-76 ... failed to pass." The record does not show a final tally for that failed motion.
By contrast, the council approved Resolution 18-77 for the Tarragon annexation. Staff said the Tarragon petition (filed March 24) originally sought three large parcels; city staff recommended modifying the area to include six parcels and described available water and sewer stub-outs. The presenter said the annexation area was about 18 acres with an estimated 2026 assessor valuation near $4,000,000 and that the applicant offered to help cover processing costs. After committee review and debate, the mayor announced the chair's count: "So that's 5 yeses. 1, nope. Motion passes on resolution number 18-77." The council moved to adopt the staff-recommended modification and approved the annexation.
Council also approved Resolution 18-78 to amend the city's lease with VFW Post 1949 to provide temporary, largely exclusive use of the VFW hall from June 1 through Sept. 30, 2026, while the Enumclaw Senior Center undergoes structural upgrades. Parks staff said the city will pay $6,800 to the VFW (absorbed into the project budget) and will do small accessibility improvements at the hall. The motion passed.
What happens next: for each annexation found feasible, staff will follow the statutory annexation process (including notice to the Boundary Review Board and steps to adopt future land-use and zoning designations). The VFW lease amendment provides a temporary facility for senior programming while the senior center is renovated.
