State legislative update: bills on e‑motos, nitrous‑oxide canisters, library access and housing noted

Kim Carr, speaking for Senator Blakespear’s office, said she proposed SB 1167 to reclassify certain electric mopeds/e‑motos as motorcycles; she described the measure as clarifying language and said it is industry‑sponsored. She also described a bipartisan bill to restrict flavored nitrous‑oxide canisters marketed toward young people and noted SB 965, which would allow 16‑ and 17‑year‑olds to obtain library cards without parental consent. Carr said the office is also working on bills related to housing and RHNA credit.
The meeting received an update from Assembly District 71 (Representative Sanchez did not attend) that listed work on AB 1550 (no tax on tips), AB 1620 (financial relief for homeowners), AB 1747 (closing a DUI loophole) and AB 1764 (election‑integrity measures).
Why it matters: the bills cover public‑safety, youth protections, library access for teens and housing policy that could affect regional planning credits. Council members were informed of the measures and of volunteer recognition events the senator’s office plans in April.
No formal action was taken by the council on the bills during the meeting.
