Legal opinion leads Owatonna utility commissioner to step down; GM updates Bridge Street building talks

General Manager Warehime reported to the Owatonna Public Utilities Commission on July 23, 2024 that a legal opinion has concluded Commissioner Doyal is no longer able to serve because his official residency is in Texas, even though he continues to own property and spends part of the year in Owatonna. Warehime characterized this meeting as Commissioner Doyal’s last meeting under that opinion and thanked him for his service to the commission.
Warehime also provided an update on OPU's efforts regarding the Bridge Street building, saying staff have a meeting scheduled with Viracon, have sent a rough term sheet outlining OPU's preferred terms, and expect Viracon to provide options by the end of the week.
Commissioners expressed gratitude to Commissioner Doyal for his time on the commission; Commissioner Rossi recognized Manager Prokopec for handling an Environmental Protection Agency audit. The meeting adjourned at 5:34 p.m.
