He noted supply and staffing timing affected the schedule but said the team was "plugging away" to complete work as weather and training allow.
The commission acknowledged the report and asked staff to monitor unstable spots and coordinate sign placement; Matt said new signs and bases have arrived and will be deployed as conditions dictate.
