The Tuscarawas County Board of Commissioners on May 27 adopted a written credit-card policy for County Administration and Human Resources that establishes procedures, user responsibilities and oversight requirements for a departmental credit card.
The policy authorizes issuance of credit card(s) in the name of County Administration/Human Resources with a shared departmental credit limit not to exceed $5,000. It requires certified purchase orders before card use, detailed monthly receipts to be matched to statements, a departmental sign-out log, and prohibits ATM/cash advances and gift-card purchases. The policy states that unauthorized purchases may result in personal liability and disciplinary action.
Assistant Prosecuting Attorney Kristine Beard approved the policy as to form. The resolution lists Kris Lowdermilk, County Administrator, and Mellissa Clark, Budget Director/Human Resource Specialist, as authorized users who must sign the policy before use. Commissioners approved the policy by recorded vote.
