Tuscarawas County awards $10.34 million bridge contract, approves road resurfacing and WWTP testing

The Tuscarawas County Board of Commissioners voted May 27 to award the low bid of $10,341,665.87 from The Ruhlin Company for the TUS CR 62-0.70 bridge replacement, approving the county engineer’s recommendation and authorizing contract execution. The engineer’s estimate for the project was $10,477,553 and several firms submitted bids.
In the same meeting the board approved a contract and public improvement agreement with Barbicus Construction Co., Inc. for Project #3-2026 — roadway reprofiling and resurfacing in the Villages of Sugarcreek and Newcomerstown — in the amount of $339,881.10. Tuscarawas County Engineer Douglas N. Bachman recommended the award to Barbicus following his review of the bids and bid forms.
The board also accepted Professional Service Industries Inc.’s Proposal No. 0145-477473 to provide unit-price construction materials testing and inspection for the Stone Creek wastewater treatment plant (WWTP) project. The resolution authorizes the Sanitary Engineer to sign the proposal authorization and begin soil, concrete and structural steel inspections.
Douglas N. Bachman, P.E., P.S., Tuscarawas County Engineer, submitted a written recommendation to the commissioners supporting the award to The Ruhlin Company. The meeting record shows the board approved the bids and contracts by recorded vote.
Why it matters: the CR 62 bridge is a major capital project for the county and the low bid is slightly below the engineer’s estimate. The Stone Creek WWTP testing contract will support quality assurance during construction of the county sanitary system improvements.
What’s next: the engineer and sanitary engineer are authorized to execute documents and proceed with contract administration and inspection; construction and inspection schedules were not specified in the meeting record.
