Summary
At its May 19 meeting the council approved a Consolidated Fee Schedule amendment, awarded three road-maintenance contracts totaling about $694,314.35 in low bids, ratified the tentative FY27 RDA budget for public hearing, and approved the summary action list; all motions passed unanimously.
The Farmington City Council recorded several unanimous approvals on May 19:
• Consolidated Fee Schedule amendment — Approved (motion by Scott Isaacson; seconded by Kristen Sherlock). Amendment includes a $3 sewer rate pass-through, higher nonresident recreation fees, and adjusted subdivision/PUD fees. Councilmembers Amy Shumway, Roger Child, Scott Isaacson, Melissa Layton and Kristen Sherlock voted Aye.
• Overlays FY 2027 road maintenance — Contract awarded to C&B Striping for $606,717.65 (motion by Amy Shumway; seconded by Melissa Layton). Staff recommended the low bid; funding from various street maintenance funds.
• Crack Seal FY 2027 — Contract awarded to Peckham Asphalt Paving for $48,000 (motion by Roger Child; seconded by Scott Isaacson). The project will be funded from street maintenance funds.
• Onyx FY 2027 — Contract awarded to Morgan Pavement for $39,596.70 (motion by Roger Child; seconded by Melissa Layton). Staff noted only two companies in the state are authorized to use Onyx.
• Ratify tentative FY 2026–2027 RDA budget and set public hearing for June 16, 2026 — Approved (motion by Melissa Layton; seconded by Amy Shumway). The RDA budget was re-noticed and contains little activity as tax increment is no longer collected.
• Summary Action List (minutes, CDBG interlocal agreement, monthly financial report) — Approved (motion by Kristen Sherlock; seconded by Roger Child).
All motions passed unanimously with the councilmembers listed above recorded as voting Aye where roll calls were shown. Contracts will proceed to procurement and are scheduled to begin construction in July 2026 as noted in staff reports.
