Farmington council approves fee schedule changes, passes through $3 sewer increase

Farmington’s City Council on May 19 approved a resolution amending the municipality’s Consolidated Fee Schedule to incorporate a $3 sewer rate increase from the Central Davis Sewer District, raise nonresident recreation program fees, and adjust subdivision and Planned Unit Development (PUD) fees to reflect additional front-loaded staff work.
Finance Director Levi Ball, who presented the changes, said the sewer increase is set by the Central Davis Sewer District and “there is nothing the City can do about this increase aside from tacking it on to the fee schedule.” Ball said Farmington acts as the billing partner for the district; City Manager Brigham Mellor added that Farmington collects the bills on the district’s behalf and that the City charges a $2.70 administration fee to cover that service.
The council also agreed to raise recreation program fees for nonresidents after Ball noted the city currently subsidizes roughly $1.8 million per year for recreation out of the General Fund. Community Development Director Lyle Gibson described state changes to subdivision rules that have shifted more staff time to the front end of development reviews; the revised subdivision and PUD fees are intended to ensure the city is compensated for that earlier, time-consuming work if a project does not proceed.
Councilmember Scott Isaacson moved to approve the resolution; Councilmember Kristen Sherlock seconded. The motion carried unanimously with Mayor Pro Tempore/Councilmember Amy Shumway, Councilmembers Roger Child, Scott Isaacson, Melissa Layton and Kristen Sherlock recorded as voting Aye.
The fee schedule amendment was approved by the council on the night of May 19; staff will implement the changes as outlined in the staff report and incorporate the district’s sewer rate increase into utility bills.
