First Selectman briefs Board of Finance on road, water and WWTP projects; speed-camera program nets $142,000

First Selectman G. Smith told the Beacon Falls Board of Finance on April 14 that several road and utility projects are moving forward and that the town has collected $142,000 in net revenue from two months of speed-camera enforcement.
G. Smith said Stonybrook will return to finish paving West Road and that the contractor will work through to the Oxford line after coordination with the Town of Oxford. Colonna will complete punch-list items on Church Street, including drainage and curbing. Aquarion is replacing the full length of the Main Street water main while SLR is completing sewer-camera work on Main Street to identify needed sewer repairs.
G. Smith reported Andrasko and Starwood will be repaved using bonded funds; CT Water is pursuing state approval to replace water lines on Andrasko and drainage work will precede paving. Old Turnpike paving will use Non‑Recurring funds appropriated this spring and is expected to finish in about 30 days. Design work on Century, Maple and Division is advancing with bids expected this spring and a prior public hearing held for public input.
On Main Street, G. Smith said the LOTCIP project budget has increased from $12 million to $15 million and the project is with the Naugatuck Valley Council of Governments (NVCOG) for review and approval. At the wastewater treatment plant, G. Smith said roughly $6,000 in electrical punch-list work remains; the minutes note a request from ‘Tucker’ to reduce contractor retainage to 2.5% now, with the remaining 2.5% payable one year after completion.
G. Smith also reported the speed-camera program produced $142,000 in net revenue over two months. Police and the DACRA vendor are studying additional camera sites (Munson, Lasky and Beacon Valley Road), and DOT approval will be required for new placements; Finance Manager Natasha Nau asked the board to examine DACRA’s billing/fees as the town considers additional cameras.
Finance Manager Natasha Nau told the board the town has launched asset-management software and is developing naming conventions and GIS syncing, and she said the town participated in the opioid settlement and is preparing a plan for those funds. Nau said the prior CBDG consultant had broken ties with the town and a new consultant is being engaged to move $67,000 in revolving funds into projects. A professional auditing services RFP is live and March revenues/expenses are on track (about 90% collected and 90% spent or committed).
