Town Board approves budget transfers, park fencing contract and HOME program changes; sets Nov. 5 public hearing on 2026 budget

At its regular Oct. 15 meeting the Town Board approved several motions covering budget adjustments, contract awards and program policy.
Finance Chair Councilman Thomas R. Augostini moved (seconded by Joseph P. Nirchi, Sr.) a 2025 budget transfer for Recreation that reduces Recreation Supplies (Summer Fun) by $100 to increase Office Supplies by $100, and reduces Rec Program Services (Summer Fun) by $1,200 to increase Recreation Equipment by $1,200. The motion carried.
The board also adopted a resolution calling a public hearing on Wednesday, Nov. 5, 2025, at 7:00 p.m. to consider the 2026 Preliminary Budget, which includes the Annual Water Fund, Annual Sewer Fund, Annual Fire Contracts for the fire protection districts, and a proposed local law to override the state tax cap; the resolution passed with a unanimous vote recorded as "all yes."
In Parks & Recreation business, the board approved a resolution (moved by Councilman David Kudgus, seconded by Councilman Frank J. Bertoni) awarding the contract to replace fencing at Kayner Field, Glendale Park, to Southern Tier Fence Co. for the low bid of $25,500; Affordable Fencing LLC submitted a quote of $28,780 and Budget Fencing did not submit a quote. The resolution was adopted unanimously.
The board also approved structuring the Town of Union Access to Home Program as a deferred loan for future HOME‑funded projects, with no repayment required at the end of the lien period; the resolution was moved by Councilman David Kudgus, seconded by Frank J. Bertoni, and carried by the board.
Separately, the Employees & Safety committee approved travel and training for Melissa Albro to attend the New York State Comptroller’s Office Finance School online sessions Nov. 19–20, 2025 (9 a.m.–3 p.m.) at a cost of $85; the motion was moved by Joseph P. Nirchi, Sr., seconded by David Kudgus and carried.
