Council amends building permit inspection fees to move toward cost recovery

City Manager Tom Hanson described a staff review of building permit inspection fees intended to move toward full cost recovery after more than two decades without a change. Hanson said staff identified several ancillary permit fee categories where fees could be reduced (including some reduced by 50 percent) and clarified that additional inspections would remain billable.
Hanson said he worked with Council Member Jeff West to adjust the schedule, and West said the city may not yet reach 100 percent cost recovery but that smaller, less complex projects could have some initial processing costs absorbed by the city. Council Member Cheryl Parkinson emphasized keeping citizens front of mind during fee changes; Mayor Allen said the increases were appropriate because the city had been losing money under the old fee structure.
Council Member Jeff West moved to approve Resolution 26-03; Council Member Anna Davidson seconded and the motion carried. Staff will implement the amended fee schedule and report back on cost-recovery performance over time.
