Council members pressed staff and the developer on neighbor concerns (grading near an existing driveway, fence design and whether units would be marketed to individual buyers rather than a single corporate owner). Staff confirmed the development agreement includes language discouraging bulk sale to a corporation and that marketing will aim at individual homeowners as an affordable infill option; final price estimates were described as "in the mid threes" (approximately $350k–$425k range discussed informally by staff).
Council moved and seconded the resolution; the roll-call vote was unanimous and Resolution 26-07 was adopted.
