Beaufort County Council approves consent agenda, advances $70 million bond and OKs ARPA-funded property purchase

Beaufort County Council approved a 20-item consent agenda and moved forward on several funding and property matters during its Oct. 28 meeting.
The council voted unanimously to adopt the consent agenda, which included grants, airport agreements, runway rehabilitation contracts and intergovernmental arrangements summarized at the meeting. At second reading, the council passed an ordinance authorizing the issuance and sale of general obligation bonds of up to $70,000,000 for 2025 to finance multiple county projects. The chair announced the ordinance passed with no objections.
On a separate item the council approved a first-reading ordinance authorizing the county administrator to acquire the property at 247 Robert Smalls Parkway with a fiscal impact of $2,720,000 to be funded by American Rescue Plan Act (ARPA) monies; members said the purchase will provide space for staff relocated from the county building, including public health functions.
The council also handled multiple first readings authorizing acceptance of drainage easements and rights of way at several parcels and approved conveyance of a portion of property from the Town of Bluffton at 140 Buck Island Road.
After an executive session to receive legal advice, councilors took several actions: they declined a settlement offer in James Ware v. Beaufort County and authorized the deputy county attorney and outside counsel to attempt negotiated settlements in Broad Creek Development v. Beaufort County, Redfish Holdings LLC v. Beaufort County, and a contractual dispute involving Okeetee River Park/Repper Pepper Hall LLC. If negotiations succeed, the county administrator was authorized to execute settlement agreements for amounts discussed in executive session.
The meeting concluded with an announcement that FEMA will open a Disaster Recovery Center at Burton Wells Recreation Center Oct. 29–31 to assist residents affected by Hurricane Helene.
