Directors split 2-2 on amended Tract 18806 water plans; original contract remains

The contractor’s revised plans proposed removing three fire hydrants, adding two dead-end blow-offs and one drop section blow-off, and reconfiguring the remaining hydrants. Jacklin and staff answered Board questions about those changes.
Director Bob Rowe moved to approve the amended plans; Director JoKay Rowe seconded. The Board recorded votes: Bob Rowe and JoKay Rowe voted yes; President John Russo and Director Larry Walsh voted no. With two yes and two no votes and one member absent the motion did not pass. Meeting minutes note the original contract remains in force.
The Board did not direct further study or amendments at the meeting; staff did not present a revised cost estimate or implementation timetable during public session.
