Silvis council refers gaming-fee increase, Strictly Southern RDA and tax-levy item to finance committees

Silvis — The Silvis City Council on Nov. 18 voted to send three finance-related agenda items back to committee for further review rather than take final action.
Alderman Doug Greer opened discussion on an ordinance to raise the city’s gaming fee to $250; Alderman Steve Marinaccio later pointed out that the packet incorrectly lists the ordinance as 2025-20 and said it should reference Section 14:207. After an amended motion, Marinaccio moved to return the item to the Finance Committee; the motion, moved by Marinaccio and seconded by Alderman Craig Pirmann, passed on a voice vote of members present (7 ayes, 0 nays; Alderman Dave Rice absent).
The council took similar steps on two related items. Alderman Greer introduced discussion on the "Strictly Southern RDA." Marinaccio moved to refer that matter to the Finance & Economic Development Committee; the motion carried on a voice vote of those present. Greer also moved to discuss the tax levy; Marinaccio moved to send the levy proposal back to the Finance Committee for further work, and that motion likewise carried by voice vote.
All three procedural referrals were moved and seconded from the dais and recorded as carrying by voice with seven members voting in favor and one member absent. No final fee increase, RDA approval or levy adoption occurred at the Nov. 18 meeting; each item will return for committee consideration.
Council members who participated in the votes included Aldermen Chad Vroman, Rick Butts, Doug Greer, Craig Pirmann, Steve Marinaccio and Joshua Dyer, and Alderwoman Chrissy Winters. Alderman Dave Rice was absent.
Next steps: each item will be discussed at the committee level (Finance or Finance & Economic Development) before any return to the full council for a final vote.
