Council delays vote on mobile food carts, adopts emergency extension for solid waste contract

Mayor Hilary Malcomson opened the hearing on LA2025‑01, and City Planner Jim Jacks summarized potential edits to the code language. Local business owner Alex Sanchez told the council he was concerned the additional parking required per food cart would harm his business, and councilors and staff discussed language in Sections K and L that address parking requirements. After discussion, the council removed the related action item (Ordinance No. 655) from the agenda and continued the public hearing to the April council meeting.
In separate action later in the meeting, Mayor Malcomson opened the hearing on Ordinance No. 654, a six‑month extension of the city's solid waste franchise. City Administrator Branden Dross explained the need for immediate adoption; Council President Kayla Paulsen moved to adopt the ordinance with an emergency designation, Councilor Lee Gilgan seconded, and the motion passed with the recorded ayes (Councilors Lee Gilgan, Joseph Carswell, Kayla Paulsen, Jessica Kitt‑Hill, Russell Burrows, and Craig Maki).
The council also approved the consent agenda early in the meeting, on a motion by Councilor Lee Gilgan seconded by Councilor Joseph Carswell. Consent items included the Jan. 8, 2026 meeting minutes and Amendment No. 3 to the Water Purchase Agreement with McMinnville Water & Light. Mayor Malcomson's nomination of Emily and Tim Duerfeldt for the Linda Lyon Community Service Award was approved on a motion by Council President Paulsen, seconded by Councilor Carswell.
The hearing on the mobile food cart ordinance will resume at the council's April meeting. The adopted emergency ordinance takes effect immediately per council action.
