Hallsville council adopts procurement rules for GLO resilient-communities grant, approves June consent agenda

The City of Hallsville Council met at City Hall on July 16, 2024, and unanimously adopted procurement policies needed to comply with the General Land Office (GLO) Resilient Communities Program grant, the council said. Mayor Jesse Casey called the meeting to order at 6:00 p.m. and adjourned it at 6:13 p.m.
City Administrator Marty Byers told the council the north-side water storage vessel is operating without leaks and that a tornado siren will be installed near the tank. Byers said new water meters will be installed soon, with north-side meters being marked by city staff using blue flags. He also said the contractor for the city’s planned pickleball court is obtaining a second asphalt bid after the original contractor raised its price by $6,000, and that the front windows at City Hall will be replaced at a cost of $8,200.
A motion to approve the June 2024 consent agenda — which included the City Administrator’s Report, Police Department summary, Water Department summary, Fire Marshal’s report, permit report, monthly financials and the June 18, 2024 meeting minutes — was made by Alderman Brant Cain and seconded by Alderman Guy Walker; the motion carried unanimously. The minutes record that the consent agenda items were accepted as presented.
On a separate agenda item, the council considered and adopted Procurement Policies and Procedures related to administration of the GLO Resilient Communities Program grant. Alderman Guy Walker moved to adopt the policies, Alderman Brant Cain seconded, and the motion carried unanimously. The council’s action authorizes the city to proceed with the administrative requirements tied to applying for and using the grant with GrantWorks as administrator, as noted in the minutes.
The minutes also state that executive sessions may be called under the Texas Open Meetings Act (Texas Government Code Sections 551.001–551.071) for attorney consultation, personnel matters, or real estate transactions. Mayor Jesse Casey reported attending a Texas Municipal League Board meeting in North Richland Hills and his nomination to the TML Nominating Committee before adjourning the meeting at 6:13 p.m.
