Plan Commission advances proposed Bayside senior living community after developer presentation

Chairperson Eido Walny presided as the Village of Bayside Plan Commission advanced a prepetition proposal for a Continuum of Care senior living community on Parcel 022-9002-000 following a developer presentation and questions from commissioners.
Aaron Matter, managing director and founder of Matter Development, described the site concept and building design and said, “there are 20 memory care units and the mix of independent and assisted living units will vary over time.” He told the commission that, based on demographic data for prospective residents, the project will provide sufficient parking and that deliveries would be routed to a service entrance at the building’s southeast corner.
Commissioners asked about pedestrian traffic, emergency medical service demand and sustainability features. Mr. Matter said residents are expected to walk within the development and to the north, that the facility typically generates higher EMS use but is preferable to responses at single-family homes because staff, lighting and elevators are available, and that “there is an opportunity for a green roof.”
Village Planner Jackie Mich described the proposal as a high-quality project and noted the building includes a five-story portion facing Brown Deer Road while much of the frontage is lower, primarily one story. Village Manager Andy Pederson said the I-43 interchange project will include sidewalks on Brown Deer Road to the park-and-ride and that the village will coordinate with the county to install sidewalks on the east side of Port Washington Road from Brown Deer Road to Glencoe Place to improve pedestrian connections.
Scott Yauck of Cobalt Partners said he and his firm reviewed multiple developers and “were very impressed with Aaron Matter, his team, and their projects,” and voiced support for the proposal.
The commission did not take a final approval vote on the development plan. Commissioner Tom Houck moved and Commissioner Roger Arteaga-Derenne seconded a motion to advance the project through the review process; the motion carried 4-0-1 with Chairperson Eido Walny recording an abstention. The action forwards the proposal to subsequent review steps and does not authorize construction.
