Donato Socci, speaking for the project at 306 Black Meadow, described a plan to clear, fill and grade to construct a 36‑by‑36 timber‑frame barn with wood siding to house a horse. He told the board he had added silt fencing, a swale and a crushed‑stone construction access bed and said runoff from his property does not go to neighbors. "It's a 36 by 36 barn timber frame barn, wood siding," Socci said.
Planning staff confirmed the latest plan addressed sediment controls and wetland buffering and recommended notes be placed on the plan. Staff said the driveway will include construction traffic controls and that the building department will enforce permit conditions and restoration requirements; the board emphasized the need for a flagger at the roadway curve to protect traffic during construction.
Board members expressed support for the applicant’s revised plan and the proposed restoration once the driveway fill is relocated behind the house and barn. The board agreed to draft conditional approval language tying issuance of any certificate of occupancy to completion of the required erosion controls and map notes.
The applicant will return with final documentation and required filings; staff will draft the conditional resolution for the July meeting as part of the board’s routine review process.
