Commission defers action on Streetscape guidelines after requests for design options and coordination

City staff introduced proposed Streetscape Guidelines intended to be folded into the Transit Supportive Development District (TSDD) code, setting sidewalk widths, right-of-way dimensions and guidance for public‑facing street elements. The objective is to codify design guidelines developed during placemaking work and to make those guidelines modifiable by commission resolution in the future.
Several commissioners said the document did not yet provide the level of specificity they wanted for aesthetics and fixture selection (benches, lighting, paver patterns). Commissioners asked for three or four discrete options and sample typical sections showing how materials and furnishings would be deployed along designated streets. Developers of near-term projects (Sunset Place, AvalonBay and the project across the street) were cited as stakeholders that should be coordinated with to avoid mismatched aesthetics.
Staff and the city attorney said the numeric elements (right-of-way widths and sidewalk dimensions) would be incorporated now and the more subjective aesthetic decisions could be advanced through a follow-up workshop or consultant presentation. Commissioners asked staff to provide options, show how the options apply to typical sections, and coordinate with project sponsors and the Town Center advisory bodies. The commission agreed to defer final action and revisit the item at a future meeting (targeted April 20) after additional review.
