Fremont County commissioners approve multiple SOC pay adjustments, easements, procurement changes and scholarships

Fremont County commissioners on May 19 approved a series of personnel pay adjustments, routine signature-file items, procurement policy changes, scholarship awards and vehicle repair expenditures as part of their regular meeting.
The board unanimously approved SOC adjustments across multiple departments: a $5,000 annual increase for the Small Wastewater Specialist (Planning Director Steve Baumann requested the change); Vehicle Maintenance adjustments that included a $3,000 annual increase for a Level 4 Lead Mechanic, $4,600 for a Level 1 Foreman (Riverton) and $3,100 for a Level 1 Foreman (Lander); a $6,500 annual increase for a shared Administrative Assistant/Clerical position in the Clerk and County Commissioners’ office; and multiple assessor office adjustments ranging from $1,200 to $3,000 for field appraisers, office appraisers, a GIS position and a Field Supervisor/O&G (assessor Tara Berg requested these adjustments).
On contracts and signature-file items the board approved (unanimously) a letter to the Bureau of Justice Assistance recognizing the Riverton Police Department as sole applicant and fiscal agent for disparate grant funds; multiple ROW easement applications for Dubois Telephone Exchange LLC (dba Range); an Approach/Access application from Lost Soldier Oil and Gas for Crooks Gap Road; a grant award agreement with the Wyoming Office of Homeland Security for FY2025 EMPG funds; and an MOU with the University of Wyoming for Extension programming.
The board accepted Olson’s Auto Body’s bid of $5,000.86 to repair a Sheriff’s vehicle (to come from the Sheriff’s budget) after Vehicle Maintenance Superintendent Jared Hall reported two accidents; a second repair totaling $2,902.78 was completed by Vehicle Maintenance and will be reimbursed by the driver’s insurance. The board also awarded the County Commissioners’ Scholarship to Jasper Beutler, Addison Peart and Paulina Harris (alternates and renewal scholarship recipients were named in the minutes).
The board moved into executive session for potential litigation from 10:40 a.m. to 11:00 a.m.; no formal action stemming from the executive session was recorded in the minutes. The regular meeting adjourned at 4:30 p.m., and the board scheduled a Budget Hearing for May 26, 2026, at 9:30 a.m.
All motions recorded in the minutes carried unanimously on May 19; absent commissioner Ron Fabrizius was noted at the start of the meeting.
