Finance committee forwards project contract amendments and seeks more testing, funding clarity

At its Feb. 11, 2025 meeting, the Hidden Valley Lake CSD Finance Committee reviewed multiple proposed contract changes tied to district infrastructure projects and made recommendations and follow-up directions for the Board.
The committee examined GHD Task Order Amendment #3, a proposed $35,000 addition for geotechnical support to the Water Storage Reliability Project. Project Manager Hannah Davidson presented the item; the committee asked for further detail on the proposed compaction testing and directed staff to present those details to the Board before Board action.
The committee also considered Alpha CM Contract Budget Amendment #1, a $36,629 increase for the Backup Power Reliability Project. Members asked staff to discuss potential recovery of funds with SCC Electric and to report the results to the Board.
Finally, the committee reviewed a requested $144,350 increase to Bennett Engineering consulting services for DSIRC Phase 2 — Tank 4. Committee members recommended the Board approve the Bennett increase but made that recommendation contingent on approval of FEMA funding for the project.
The committee’s recommendations and data requests will be placed on the Board agenda for action or further direction; staff were tasked with returning with testing scope, cost-recovery discussion and funding status.
