City manager outlines TIF review, rebranding timeline and talks on JEMS collaboration

City Manager Chris Lohr updated Carlisle City Council on administrative work and intergovernmental planning during the July 23 meeting.
Lohr said the city and Finance Director Kristina Cooper will meet with accounting firm Bradley Payne to review tax-increment financing (TIF) funds and past payments. The review is intended to clarify prior remittances and move the matter toward completion; no final findings were presented at the meeting.
Lohr also said the rebranding consultant returned three logo-and-color options; staff will present those finalists at the Aug. 13 council work session to gather council input before inviting public comment. "They are all exciting and very professional options," he said.
Finally, Lohr said discussions with Franklin Township and JEMS continue about possible collaboration or consolidation of services. He reported a proposal from SD3 Public Safety Consultants appeared broader than the city needs; staff will ask for a narrower scope tied to specific improvements and will bring the revised scope back to the JEMS board, the township and council.
No votes were taken on any of these administrative items; council directed staff to continue reviews and return with more detailed scopes or findings as appropriate.
