Police Chief Will Rogers told council an annual LEADS invoice arrived after an operating date, creating a timing issue that required a then-and-now certificate to avoid service disruption. Council moved to suspend rules (the suspension passed with one dissenting vote) and then unanimously adopted Resolution 24-24 to authorize $3,000 for the LEADS payment.
