Pinckneyville council approves payroll, contracts, property notices and grant applications in unanimous votes

The Pinckneyville City Council met July 8 and, in a series of unanimous votes, approved routine minutes, financial reports, and multiple resolutions and motions that the council said will advance several local projects and administrative actions.
The council began by approving the June 24 minutes and the treasurer’s report. Commissioner William B. Stotlar reported Total Gross Payroll for the June 2024 payroll period of $1,309,327.11, with 47,091 regular hours and 1,159.5 overtime hours. The council then approved accounts payable, including two additional invoices totaling $9,083.08 (IMGA $8,889.50; Sparklight $193.58).

Key council actions approved at the meeting included:

- Resolution R‑2024‑30: Authorizing destruction of audio recordings of closed council meetings conducted on or before Dec. 31, 2022. (Passed)
- Resolution R‑2024‑31 and R‑2024‑32: Authorizing notice of sale of municipally owned properties at 705 South Douglas Street and 701 Duckworth Street. (Both passed)
- Ordinance O‑2024‑06: The council placed on file an ordinance granting a visibility easement at the corner of Laurel Street and Illinois State Route 127 following an IDOT survey and an agreement by the landowner to allow trimming and removal of obstructing vegetation. (Placed on file)
Public comment included a thank‑you from Laura Loos for the planned visibility improvements at Laurel Street and Route 127. Jeff Egbert of the Weekly Press asked whether the executive session topic posed any threats to the city; Mayor Spencer described it as a public safety issue and City Attorney Don Bigham said the cited subsection applies to discussion of security procedures and reasonably potential dangers to public property.
The council recessed to executive session at 6:17 p.m. to discuss collective negotiating/salary matters (Section 2(c)(2)), security procedures (Section 2(c)(8)) and pending or probable litigation (Section 2(c)(11)). The body returned to open session at 6:58 p.m. and adjourned at 7:00 p.m.
