Town staff told the board on July 1 that Jerome Avenue water infrastructure, dating from the 1800s, needs replacement and that the town will pursue a grant in the neighborhood of $1 million. The town has engaged RCAT, a nonprofit that assists municipalities with state-funded water grants and surveying water districts to determine eligibility and funding amounts.
Board members and staff said RCAT is a state-affiliated entity that does not charge the town for its assistance in preparing grant applications and that residents in the Jerome Avenue water district should expect mailed income surveys. Those surveys are used to determine the amount of funding the state can provide; staff said past grant applications were denied in part because of insufficient resident participation in required surveys.
Officials emphasized that the RCAT process is not a bond and that private information collected through income surveys will be handled confidentially. The board asked residents to participate in the incoming mail surveys to improve the town’s chances of receiving funding for much-needed infrastructure upgrades.
