San Antonio council holds closed session on negotiations, property and personnel; reconvenes with no action

San Antonio’s City Council convened June 3, 2026, and moved into an executive session to consult with the city attorney and discuss personnel matters, economic-development negotiations, real property transactions, litigation and collective bargaining, the presiding officer said.

The meeting opened at 2:01 p.m. and the clerk called the roll, listing Council members Corr (present virtually), Mickey Rodriguez, Villagran, Munguia, Castillo, Galvan, Adoreta Gavito, Mesa Gonzales, Spears and White; Mayor Jones was also recorded as present. The clerk confirmed a quorum to the presiding officer.

At about 2:02 p.m., the presiding officer announced the council would convene as a joint meeting with what the record referred to as the "Council Aids Corporation" and that it would enter executive session pursuant to Texas Government Code sections 551.074 (personnel matters) and 551.071 (consultation with the city attorney). Later the presiding officer read a fuller list of topics to be discussed in closed session, citing additional provisions including §551.087 (economic development negotiations) and §551.072 (purchase, exchange, lease or value of real property), and again citing §551.071 for legal matters, including litigation, emergency-preparedness issues and collective bargaining, as well as §551.074 for evaluations of the city manager, city auditor, city clerk and presiding judge.

The council returned to open session at 4:10 p.m.; the presiding officer stated, "No official action was taken in executive session." The meeting was adjourned at 4:11 p.m.
