The Village of Montgomery trustees voted to authorize the issuance of $125,000 in bonds to replace aging fire hydrants and make other water-system improvements. Mayor (S1) brought the resolution forward and the board approved it with an agreement to provide a corrected resolution reflecting discussed wording changes.
Trustee (S2) said she supported the project but expressed unease at having not seen the final paperwork before the meeting and asked that the resolution be amended to reflect the discussion. "I haven't seen, even though I've requested, any paperwork on this bond until executive session just now," she said, adding that she wanted clearer borrowing parameters before approving municipal debt.
Board counsel (S12) told trustees that counsel had provided a draft resolution authorizing the issuance of $125,000 of bonds for a 40-year period to finance water-system improvements. The mayor stressed the urgency of repairs, saying the village had unfixed hydrants and needed to act so firefighters would have working infrastructure.
Trustees agreed the resolution would be reissued with corrected verbiage; the chair said members would "see [the updated resolution] a month later." The board did not record a full roll-call tally in the transcript; the motion was announced as approved by the chair.
The bond resolution as discussed authorizes long-term borrowing for water-system upgrades, with final language and documentation to be supplied to trustees before implementation. The board also discussed using the fund balance as an alternative to borrowing but expressed concern about repayment timing and accounting questions raised earlier in the meeting.
Next steps: the board directed staff and counsel to produce the revised resolution language and circulate the corrected document for review before the bond is finalized.
