Blair Township supervisors approve disbursements, grant resolution and police cruiser; table several subdivision and stormwater plans

The Blair Township Board of Supervisors met March 11, 2025, and by unanimous vote approved routine financial actions, adopted two resolutions and accepted a bid for a new police cruiser.
Supervisor Brad Germaux moved and Supervisor Lou Lusk seconded approval of the minutes and February financials, including total February disbursements of $126,354.75 and treasury balances reported at $1,920,473.91 for the general account and $256,117.74 for the Specific Service Investment Account. The board also approved FNB and vendor credit-card statements as presented.
The board adopted Resolution No. 2025-03 designating April 2025 as "Safe Digging Month" to promote calling 8-1-1 before excavation; Road Foreman John Reed was recognized for 100% compliance with Pennsylvania One-Call marking. It also approved Resolution No. 2025-04 to update a previously approved ordinance to reflect a DCED-requested grant amount of $365,000 for the Mountain Home Community Park grant application.
On equipment and purchases, Secretary/Treasurer Kami Bilek reported copier-lease and replacement quotes for the police department: a five-year lease estimate of $98.65 per month ($5,919 total) versus a one-time replacement cost of $1,989.27 plus higher annual maintenance. The board approved leasing a replacement copier when necessary.
Chief Roger Peacock presented a COSTARS bid for a new police cruiser with upfitting at $57,821.24; the dealer offered a $2,500 trade-in for the current codes vehicle yielding a net cost of $55,321.24. The board voted unanimously to accept the cruiser bid, accept the trade-in, and reassign the chief’s 2015 Ford Explorer as the codes vehicle.
The supervisors also adopted Ordinance No. 2025-02, increasing parking restrictions along Dunnings Highway, and authorized advertisement of Ordinance No. 2025-03 (Peddler’s Ordinance) for public inspection. The board approved advertising bids for the 2025 road paving projects (Country View Drive and Mountain View Lanes and base repairs on Shaffer Lane and Catfish Roads).
Several land-use and stormwater matters were tabled for further review. The board granted a 60-day extension and tabled the Greendown Acres site expansion and the Bradley and Jackie Dodson stormwater plan. A waiver request and narrative from Jordan and Ashley Lankey for 214 Edna Street received conditional approval contingent on installing rock-sump measures per the ordinance and close monitoring by the Township engineer; the board also voted to table the narrative for additional processing. The board rescinded prior conditional approval for the earlier Harker Subdivision plan, discussed shared-driveway easement width (engineer Eric Banks recommended 20 feet for maintenance access but said the ordinance does not set a width), and tabled the revised Harker plan and the associated shared-driveway agreement. A waiver request for Lot 4 in Pleasantview Estates (Plants stormwater plan) was likewise tabled pending further engineering review.
Under informational items, the board noted ongoing items tied to a FEMA community-acknowledgment form and the DCNR parks grant. The meeting adjourned to executive session at 6:50 p.m.
