Blair Township tables multiple development plans, approves notification for proposed five‑story, 200‑unit project

At its Feb. 11 meeting, the Blair Township Board of Supervisors tabled two pending land‑development submissions and approved a municipal notification for a large proposed multi‑family project.
Eric Banks, representing Stiffler McGraw, told the board that Clearwell Engineering's Greendown Acres Site Expansion plan for 210 Allen Lane remains under review and that Stiffler McGraw's October 16, 2024 review is the latest submission; no new material was reported, and the board voted to table the plan. The municipal review period for that plan ends April 6, 2025.
The board also considered new and prior stormwater submissions from Bradley and Jackie Dodson for a new home at 547 Reservoir Road. Jackie Potter‑Dodson requested that a newly submitted stormwater management plan replace an earlier December 10, 2024 filing. Chairman Paul Amigh moved to deny the December 10, 2024 Dodson plan on the basis that the new plan replaces the old filing; the board then voted to table consideration of the new Dodson plan. The municipal review period for the Dodson plan ends March 28, 2025.
Separately, Penn Terra Engineering submitted a Municipal Notification of Planned Land Development under Chapter 102/NPDES for the Graystone at Mattern Woods project. Banks described the notification as part of the NPDES permitting process and said the proposed development is expected to be five stories tall with approximately 200 units. The board approved staff completing and signing the municipal notification form.
On wastewater planning, Banks described a proposed Component 3M to modify the Township Act 537 Plan so houses in a proposed sewer expansion area are shown as future sewer connections; engineers were working through Banks's comments. The board approved advertising a 30‑day public comment period required before adopting a new 3M module for the Reservoir Road Wastewater Extension.
Eric Banks also reported that Keller Engineers had requested the board sign portions of a Community Acknowledgement form for a property under Project No. 17‑0001.230; no additional information had been received and the board voted to table that request.
The board heard that minor plan revisions to the Harker Subdivision will be made at the request of the Pennsylvania Department of Environmental Protection (changing "non‑build lots" wording to "agricultural use") and that a shared driveway easement must be changed from 20 feet to 10 feet per the Harker family's attorney. No formal action was taken on that item.
The board's actions leave the Greendown and Dodson matters pending while starting the public comment clock for the Reservoir Road 3M modification and completing the administrative notification for the Graystone proposal.
