Bolton Inland Wetlands Commission: minutes approved with abstentions; catch-basin work and member resignation noted

The Bolton Inland Wetlands Commission handled administrative and follow-up items at its April 23, 2024 virtual meeting.
The Commission approved the meeting agenda unanimously. It approved the March 26, 2024 meeting minutes with two abstentions (Vice Chair James Loersch and Member David Lynn abstained), yielding a 3:0:2 result.
In Old Business, Agent Cameron Covill reported on the Town of Bolton project to replace an existing catch basin and discharge pipe between 33 and 35 Keeney Drive. Covill said he met on site with Shawn Bailey and Alternate Member Michael McDonnell; McDonnell will forward a list of concerns to Bailey for clarification. Covill indicated construction is not expected to start until July or August and described the proposed pipe pitch to the lake as roughly one-quarter inch per foot and that some catch basins will be located on Keeney Drive. The Commission took no formal action; the item will be considered at the May regular meeting.
Covill also provided updates on several active permits and inspections: he has not yet inspected permit #2022-5 (271 Hopp River Road) and tentatively scheduled a site visit; he reported no recent changes at 1 Notch Road; work has started at 9 Limon Road and he will inspect on Friday; and at 180 Bolton Center Road stockpiles have been spread and he requested repairs to damaged silt fences. Covill reported the annual plant sale went well.
Under other business, Chair Ross Lally announced that Andrew (Andy) Gordon must resign from the Commission for health reasons and that Lally will present Alternate Member Michael McDonnell to the Board of Selectmen next month as a full member. The Commission agreed to revisit proposed updates to the Wetlands Regulations at the May meeting; Covill will resend the draft regulations and asked commissioners to send comments in advance. Member McDonnell said he compared South Windsor's regulations with Bolton’s current regulations.
The meeting adjourned at 8:28 p.m. after a motion by James Loersch and a second by Diane Denunzio; the motion carried 5-0-0.
