Board Planner Candace Kanaplue referred the board to the Engineer's and Planner's Review Letter dated May 10, 2024, and summarized requested waivers to the Land Development Checklist. The planner reported no objection to waivers for items including Item #8 (copies of outside-agency approvals), Item #29 (environmental impact statement per section cited), Item #30 (Phase I environmental assessment), Item #31 (traffic impact study or modified statement), Item #45 (parking calculations), Item #49 (location/species of existing trees), Item #50 (tree protection/limits of clearing), Item #65 (preliminary utility plans), and Item #75 (utility plan scale/specifications). A landscape plan was provided for Item #47 so no waiver was required for that item. The planner also noted Items #41 (locations of wells and septic systems) and #77 (sign details) were not provided but indicated no objection to waiving them for completeness given the information on file.
Following a brief public portion with no speakers, Mr. Wolf moved to grant completeness for the Use Variance and Mr. Richardson seconded; the roll-call vote was 6-0-0. Later Mr. Richardson moved and Mr. Wolf seconded to grant completeness for the Site Plan; that motion likewise passed 6-0-0. The board then entered and closed the general public portion with no substantive public comments recorded.
The vote establishes that the application file is complete for further technical review; it does not constitute approval of the variance or site plan. Additional hearings, technical submissions, and possible conditions will be required before final action on the application.
