Parks board backs Terracina Estates Phase 2 plat and site plan; parkland to be resolved with HOA

The Rockwall Parks and Recreation Board voted unanimously to recommend approval of the final plat and site plan for Phase 2 of Terracina Estates, a 94-lot single-family subdivision, while directing staff and the developer to resolve the dedication and maintenance language for the small park area included in the phase.
The board’s motion, approved 7-0, accepted staff comments on the site plan and asked the applicant and city staff to work through whether the Phase 2 open space will be formally dedicated to the City of Rockwall or remain privately owned and maintained by the homeowners association (HOA). Travis, a City of Rockwall parks staff member, told the board that Phase 1 of Terracina had donated and fully developed parkland and that, together, the two phases satisfy the parkland and equipment requirements.
The developer, Jared Douglas of Douglas Properties, told the board the portion of Phase 2 that functions as park area is "just over 4 acres, 4.3 acres or so," and that the acreage is part of the overall 31-acre tract. Staff explained much of the shaded area on the plat is a detention pond rather than a typical active park, and that the Phase 2 improvements include a continuation of the trail and trees from Phase 1 plus a small plaza with picnic tables to satisfy equipment requirements.
Board members queried whether the land would be city-owned and HOA-maintained (as with Phase 1) or held by the HOA. Travis said the city currently owns Phase 1 while the HOA performs maintenance under plat requirements; for Phase 2 he recommended language that requires HOA maintenance while staff and the applicant finalize the dedication wording.
The board’s recommendation to approve the final plat and site plan was limited to the conditions described by staff: acceptance of the site plan per staff comments and the understanding that staff and the applicant will resolve the formal dedication or ownership language. The motion passed 7-0.
Next steps: the board’s recommendation will be forwarded to City Council and staff will work with the developer on the exact dedication/ownership language for the Phase 2 open space.
