During department reports on Jan. 20, 2026, City Attorney Mary Eftink-Boner informed the council that the time to appeal the condemnation at 2418 James St. has expired. She also reported that the condemnation at 321 W. Cherry St. has an expired appeal period; the council had previously told that property's owner they would allow 90 days to complete desired work before the City might proceed with demolition, and 50 days remained on that verbal allowance as of Jan. 20. Council Member Brian Pender said the Cherry Street property did not appear to have been improved.
Earlier in the meeting resident Randy Kiplinger (910 Perkins St.) addressed the council in public forum, saying his property has flooded repeatedly for 22 years and requesting the City fix the problem. Mayor Pro Tem Randy Morse told Kiplinger the issue would need to go through the City Administrator and proper channels for review.
The council did not take a formal vote to initiate demolition at the Jan. 20 meeting; the attorney's comments recorded the status of appeal periods and the timeline set by prior council communication to the Cherry Street property owner. No formal remediation schedule or budget appropriation was announced at the meeting.
