Scott City Council adopts four ordinances, awards drainage contract and hires patrol officer

The Scott City Council on Monday approved four ordinances, awarded a public-works drainage contract and hired a patrol officer during a meeting that ran about an hour.
Bills passed included Bill No. 1405, repealing a duplicate city ordinance on leaving the scene of a motor-vehicle accident; Bill No. 1406, exempting Scott City from a 2025 state statute that would allow liquor stores to remain open 24 hours during FIFA World Cup events; and Bill No. 1407, updating municipal court costs and minor traffic-violation penalties to align with state statute. Each of those ordinances passed on recorded roll-call votes with unanimous support (seven AYE, zero NAY).
The council also voted on and carried Bill No. 1404 (see separate story), which changes the city's zoning public-hearing procedure.
On public works, Mayor Rick Brashear opened two sealed bids for drainage work on Nellie Avenue (between 4th and 5th Street) and Valley Avenue. Hessling Construction submitted bids of $61,176.72 for Nellie Ave. and $110,893.72 for Valley Ave.; Roper Excavating bid $57,000.00 for Nellie Ave. and $74,500.00 for Valley Ave. City Administrator Dustin Whitworth said the projects—covering geo fabric and rip rap for two ditches—will be paid from Street funds. The council unanimously awarded both packages to Roper Excavating.
During closed session the council considered two personnel matters under RSMo Section 610.021 (2016). After returning to open session, the council voted to hire Brittany Heath as a patrolman. The meeting adjourned at 8:07 p.m.; the next council meeting is scheduled for Jan. 20, 2026.
