Willow Street (Pyfer) Park moves forward; stormwater planning continues in Heatherfield and Hayward Heath

West Lampeter Township staff told the Board on Jan. 5 that Willow Street (Pyfer) Park is out to bid, with bids advertised in December and posted on PennBID. A mandatory pre‑bid meeting on Dec. 18 drew roughly 20 contractors. To maintain the project schedule and meet funding deadlines, the pavilion was removed from the current bid package and will be completed as a separate contract.
Bids for the park are due Jan. 22, 2026, and the Board anticipates awarding a contract at its Feb. 9 meeting. Construction of the playground and park is expected to begin in early March 2026 with substantial completion targeted for late May or early June 2026, ahead of a June 30, 2026 funding deadline tied to Local Share Account (PA DCED) requirements. Township staff will notify adjacent property owners that Public Works will begin demolition and site preparation in winter.
On stormwater planning, staff reported the Residential Stormwater Management Planning Project for the Heatherfield and Hayward Heath neighborhoods is progressing; RK&K is reviewing more than 40 complete resident survey responses and feedback gathered at a Dec. 10 open house. The project will hold a final open house on March 26, 2026 at the Willow Street Fire Company to present findings and next steps. The final report will focus on homeowner actions, potential township projects, and how combined actions could support delisting the Pequea Creek from the Lancaster Clean Water Partners’ impaired streams list.
The Board continues to coordinate with PA DCED regarding Local Share Account funding and with Lancaster County Housing & Redevelopment Authority on CDBG funding for the pavilion component.
