ELA Group, the township’s engineer of record for the project, reviewed bids received Dec. 18 and identified Doug Lamb Construction as the apparent low bidder. ELA reported the bid is competitive and complete and reflects current market conditions. The total includes Allowance #1 for flowable fill ($105,750) and Allowance #2 for rock excavation ($45,000); ELA noted unused allowance amounts would not be expended.
Supervisor Tracy Arnold moved to award the contract, seconded by Supervisor Barry Hershey; the motion passed unanimously, 4–0. The Board’s action directs Public Works and the administration to proceed with executing the contract documents and to report back to the Board as required.
Township staff noted the budget variance in the minutes but did not identify specific additional funding sources during the meeting. ELA’s review characterized the low bid as reflective of market conditions rather than an incomplete or noncompetitive proposal.
