Board approves Sports & Event Center operational plan, authorizes two revenue hires and $2M in TDT reserves

The Alachua County Board of County Commissioners voted to adopt the Sports & Event Center operational plan and to use Tourist Development Tax (TDT) reserves to fund immediate operational and capital actions intended to increase weekday and meeting business and long‑term self‑sufficiency.
Staff said the county took over operation of the center on Oct. 1 and kept all existing bookings; in the first two quarters of county operations the center generated an estimated $10.7 million in direct visitor spending and roughly 23,000 hotel room nights tied to center events. Staff reported the center was at about 90% utilization for viable weekends and identified weekday meeting and conference business as a growth opportunity.
To support expansion, staff proposed hiring two revenue‑focused full‑time employees (a booking/sales coordinator and an event services associate) and pursuing a set of capital and service upgrades to convert underused meeting spaces (the former cheer/strength rooms) into rentable meeting and banquet spaces. Staff requested $2,000,000 from TDT reserves to fund targeted renovations, furnishings and initial sales/sponsorship efforts; staff said roughly half of a scheduled bond bullet has been set aside and the county has built TDT reserves in recent years.
Board vote and debate: Commissioners debated whether to prioritize reserve use for debt reduction or other TDT priorities such as arts, nature and agritourism capital grants. One commissioner asked for a phased approach and a clearer accounting of all TDT reserves before spending; others argued investing in the center to increase earned revenue would free up funds later for other priorities. The motion to adopt the operational plan and use $2M in reserves passed 3–1.
