Board adopts revised roads TCIP; 83rd and Southeast 15th advanced, staff to coordinate with Santa Fe College

The board approved a revised Transportation Capital Improvement Program after Public Works Director Ramon Gavare presented a line‑by‑line review of roads projects and cost estimates. Staff said the revision preserved projects the board previously approved while tightening many cost assumptions so no originally approved projects were eliminated.
Ramon highlighted two schedule changes the board asked to prioritize: advancing County Road 83 (the road adjacent to Santa Fe College) into FY27 and moving several projects around the Kinkade Loop forward when funding allows. He said staff met with the college about removing on‑street parking and would not remove parking without written confirmation from the college; commissioners asked that staff consider traffic calming and alternatives to maintain some parking where appropriate.
Gavare also displayed a map showing County Road 234 sections that are not yet in the program and explained federal grant rules that limit funding for pure maintenance projects; he and commissioners discussed bonding tradeoffs and contractor capacity. The board voted unanimously to adopt the revised TCIP and asked staff to prioritize Safe Streets and bicycle/pedestrian projects when feasible.
Next steps: Staff will finalize the TCIP amendments, incorporate any awarded grants and return to the board with amendments as grant awards are secured.
