Feasibility study delivered for Green River event center; Farrin arena project seeks CIB support

Wren said the study was well received and community interest is high.
Separately, staff summarized Farrin’s proposed arena replacement for the burned building: the schematic design (completed in May 2025) envisions a 27,600‑square‑foot arena with bleacher seating for more than 1,000 and adjacent support spaces to serve rodeos, ag events and conventions. The Farrin project team plans a CIB (Community Impact Board) funding request — the transcript references pursuing approximately $3,000,000 of CIB support toward an estimated $6,000,000 total project cost. No final county funding commitment was made; staff said formal requests will follow a complete packet and public presentations.
Board members noted special‑project funding has a budget line (the travel office previously budgeted $1.5 million for special projects this fiscal year) and said they would evaluate formal asks when a full proposal is available for review. One committee member emphasized the community should be given the feasibility study for review and that the board would consider proposals at a future meeting when formal requests are submitted.
Next steps: staff will publish the Green River feasibility study online and circulate RFP and funding details to the board; Farrin representatives will advance the CIB application and return with formal materials for board consideration.
